VALLEJO, Calif. (KRON) — Video shows an alleged pepper-spray assault during a road rage incident in Vallejo, California, on Monday.

Police confirmed they are aware of the case and the associated video, stating the investigation is active and a person of interest has been identified. No arrest has been made in connection with the incident.

The alleged incident occurred on Wilson Avenue where the victim, Joseph Vallely, said he was driving the 30 miles per hour speed limit. He states the driver behind him became aggressive.

This section of Wilson Avenue recently had speed tables installed by the city of Vallejo to encourage drivers to slow down. Vallely, a U.S. Army veteran and father of two young children, described the alleged confrontation as lasting approximately one mile.

Vallely said the woman was tailgating his vehicle very closely.

“She was flipping me off. She was holding her middle finger in the window. She was extremely close to the bumper of my vehicle,” Vallely said.

He added that he believes the woman was upset because he was doing the speed limit.

Vallely recounted that when the one-lane road split into two lanes along Mare Island Way, the woman brake checked him and then allegedly pepper sprayed him.

“In the video, I was backing away from her and she walks up to me and pepper sprays me, calling me multiple names and asking if I was scared and to be honest, yeah — I was scared. That’s not something that’s normal,” Vallely said.

Vallely, who is managing post-traumatic stress disorder, described the experience as unhealthy.

“It’s something that I’m still working through to this day. I’m getting help through the VA everyday,” Vallely said.

Vallely appealed to the woman involved, stating, “I think it’s a deplorable act. Honestly, I think it’s terrible. And, if this message were to reach the lady, I would just ask her to turn herself in.”
