(WNCN) \u2014 The biggest obstacle in North Carolina\u2019s 300-day budget standoff wasn\u2019t spending \u2014 it was taxes.<\/p><p>Read more <a href=\"https:\/\/raleighmovingnews.com\/?p=240\">Paris Saint-Germain clinches league title with 2-0 win over closest rival Lens<\/a><\/p>\n<p>After months of gridlock between House and Senate Republicans, state GOP leaders say they\u2019ve now reached a compromise on how fast the state should continue lowering its personal income tax rate.<\/p>\n<p>\u201cThis is a starting point,\u201d Senate Leader Phil Berger\u00a0said Tuesday. \u201cThere\u2019s still a lot that will need to be decided and discussed between the two chambers, but this agreement sets out a good framework for us to move forward.\u201d<\/p>\n<p>Under current law, the state\u2019s income tax rate automatically drops when North Carolina hits certain revenue targets. Senate Republicans wanted to stay on that path, while House leaders warned that moving too quickly could create long-term budget problems if revenues slow down.<\/p>\n<p>The budget framework announced Tuesday would replace North Carolina\u2019s current automatic tax cut system with a set schedule of reductions stretching into the next decade.<\/p>\n<p>\u201cThe business climate and our business environment has been created in large measure by our tax reduction strategies. We intend to continue to see that going forward, when it comes to the tax package,\u201d Berger said.<\/p>\n<p>North Carolina\u2019s current personal income tax rate is 3.99%. Under the new framework, the rate would drop to 3.49% in 2027, then to 3.24% between 2030 and 2032, before falling again to 2.99% in 2033 and 2034. Republican lawmakers filed the\u00a0 on Wednesday.<\/p>\n<p>\u201cIt was important for us to provide some assurance that the rate would not bounce back up at some point,\u201d Berger said.<\/p>\n<p>A\u00a0\u00a0is also part of the framework. That bill passed the finance committee Tuesday. If passed, it would also appear on November\u2019s ballot.<\/p>\n<p>House Speaker Destin Hall\u00a0described the agreement as a balance between tax relief and fiscal responsibility.<\/p>\n<p>\u201cWe think it sets the state up for continued success economically,\u201d Hall said.<\/p>\n<p>The tax compromise comes as state economists project stronger-than-expected revenues over the next two years.<\/p><p>Read more <a href=\"https:\/\/raleighmovingnews.com\/?p=238\">Will this cruise ship be safe? While next year\u2019s forecast was also revised upward by nearly $1 billion, total revenues are still expected to dip $360 million as income tax cuts continue to take effect.\u00a0<\/p>\n<figure>\n<figure class=\"wp-block-image size-medium_large\"><img loading=\"lazy\" decoding=\"async\" alt=\"\" class=\"wp-image-243\" height=\"395\" src=\"https:\/\/raleighmovingnews.com\/wp-content\/uploads\/2026\/05\/4cdb1c276fa825a3cabecba222dd61af-768x395.webp\" width=\"768\" srcset=\"https:\/\/raleighmovingnews.com\/wp-content\/uploads\/2026\/05\/4cdb1c276fa825a3cabecba222dd61af-768x395.webp 768w, https:\/\/raleighmovingnews.com\/wp-content\/uploads\/2026\/05\/4cdb1c276fa825a3cabecba222dd61af-300x154.webp 300w, https:\/\/raleighmovingnews.com\/wp-content\/uploads\/2026\/05\/4cdb1c276fa825a3cabecba222dd61af.webp 1022w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/figure>\n<\/figure>\n<p>That stronger revenue outlook appears to have helped break the stalemate between House and Senate Republicans over whether the state could continue cutting taxes while also paying for raises and government programs.<\/p>\n<p>\u201cThe time was right. I think we had enough information to look at that policy and see how it needed to change to continue to really get towards the same goal, continuing to cut those taxes but doing it responsibly,\u201d Hall said.<\/p>\n<p>Conservative groups like the John Locke Foundation are praising the framework as a fiscally responsible compromise to tax reform.<\/p>\n<p>\u201cIt keeps North Carolina on a path toward lower taxes, while recognizing that the size and timing of future rate cuts matter. The key point is that this framework does not abandon tax reform. That approach can help protect the state\u2019s fiscal position while keeping pressure on lawmakers to control spending,\u201d said Joseph Harris, fiscal policy analyst at the John Locke Foundation.<\/p>\n<p>But critics argue the long-term tax cuts could eventually hurt funding for public services.<\/p>\n<p>\u201cThe richest North Carolinians get about $22,000 a year in tax breaks from this plan when it\u2019s fully in effect, and the poorest North Carolinians will get $27,\u201d said Alexandra Sirota, executive director of the NC Budget &amp; Tax Center. \u201cSo, this is an upside-down tax plan that continues to give tax breaks to the very wealthy at the expense of all of us.\u201d<\/p>\n<p>Democratic House Minority Leader Robert Reives\u00a0also warned that the income tax cap constitutional amendment could create future funding challenges for the state.<\/p>\n<p>\u201cThe devil is in the details,\u201d he told CBS 17 on Tuesday. \u201cThe state is facing a crisis of funding that would only be exacerbated by a constitutional cap on income taxes.
