YORK, S.C. (WJZY) \u2014\u00a0York County leaders are\u00a0attempting\u00a0to lure\u00a0in a pharmaceutical company that would\u00a0bring\u00a0in\u00a0more than a\u00a0thousand jobs paying much higher than the local average.\u00a0<\/p>\n

On Monday, York Council Economic Development presented the\u00a0financial details of Project Palmetto Rock, which would be built on the site of the former Panthers planning headquarters in Rock Hill.\u00a0It\u2019s\u00a0estimated to bring in\u00a0$1.5 billion over the life of the deal.\u00a0<\/p>\n

The name of the\u00a0\u201cglobal\u00a0biopharmaceutical\u201d\u00a0company\u00a0remains\u00a0a secret, but county leaders say it manufactures \u201clife-saving products.\u201d\u00a0<\/p>\n

\u201cThis is not going to\u00a0be\u00a0a facility\u00a0that houses diseases, viruses,\u201d said Economic Development Director Mitch Miller.\u00a0\u201cIt\u2019s\u00a0pharmaceutical-related\u00a0products. Everyone\u00a0from defense side,\u00a0to\u00a0public\u00a0side.\u00a0It\u2019s\u00a0already zoning for manufacturing;\u00a0there\u2019s\u00a0been a vision for life science on this site.\u201d\u00a0<\/p>\n

Miller explained to council members that commercial properties in York\u00a0County\u00a0come with a 10.5 percent tax rate, which is more than double that of Charlotte. So, as an incentive,\u00a0they\u2019re\u00a0looking to offer the\u00a0company\u00a0a four\u00a0percent\u00a0rate\u00a0as part of a fee-in-lieu deal.\u00a0<\/p>\n

The company is requesting a $65 million Economic Development Set-Aside Grant for eligible project-related\u00a0improvements. This money comes from\u00a0the\u00a0state, and no local match is\u00a0required.\u00a0<\/p>\n

Also at the site,\u00a0located\u00a0off Interstate 77 and Palmetto Parkway,\u00a0Novant Health plans to build a medical campus<\/strong> with a hospital.\u00a0Last spring, the Rock Hill City Council voted to\u00a0rezone\u00a0part\u00a0of the 245-acre property to attract this type of industrial project.\u00a0<\/p>\n

Out of the 1,200 jobs, Miller said that the manufacturing positions would pay just above $100,000, and office jobs around $140,000.\u00a0\u00a0<\/p>\n

His\u00a0office\u00a0estimates\u00a0that more than $362 million in York County tax revenue\u00a0would be generated from the deal. Of that,\u00a0roughly 62 percent\u00a0would be\u00a0for\u00a0the\u00a0school district, 24 percent for Rock Hill, and 14 percent for the county.\u00a0\u00a0\u00a0<\/p>\n

Since there was so much interest in finding\u00a0out\u00a0the company, the bidder will be revealed at a\u00a0public\u00a0hearing\u00a0scheduled\u00a0for June 29.\u00a0This step usually comes later in the process, at\u00a0the third\u00a0reading.\u00a0<\/p>\n

Commissioner Bump Roddey shared\u00a0his\u00a0excitement for the\u00a0project\u00a0and wanted citizens to share any feedback sooner rather than later.\u00a0<\/p>\n

\u201cLooking forward to\u00a0everything\u00a0being out in\u00a0the open,\u201d Roddey said.\u00a0\u201cWe heard\u00a0from\u00a0citizens\u00a0to get\u00a0the name out in\u00a0the open. Hopefully,\u00a0those who have concerns come out now instead of two years down the\u00a0road when\u00a0they\u2019re\u00a0building, getting things worked out.\u00a0I\u2019m\u00a0looking forward to supporting it.\u201d\u00a0<\/p>\n

In 2020, the\u00a0Panthers began construction\u00a0there on what was supposed to\u00a0be their\u00a0training facility, but three years later\u00a0terminated\u00a0the\u00a0deal with Rock Hill\u00a0with steel beams already in\u00a0place.\u00a0<\/p>\n
